Can I and my friend who will visit Lhasa in late October on our own with a group tour obtain visa from Chinese Consulate in New York?

Sorry, the answer is "no".
There are two documents required for foreign tourists who want to travel in Tibet. One is the Chinese Visa, which you can apply for in Chinese Embassy in your place. Another is the Alien's Travel Permit issued by Tibet Tourism Bureau.
Chinese counsulate in New York only can give you tour visa to China.
To visit Tibet, You also need the Alien's Travel Permit issued by Tibet Tourism Bureau.
In another word, you need a travel agency to get Tibet Travel permit.
