If I have understood well, it's possibile not only to obtain an entrance permit to Tibet in a Chengdu Travel Agency, but buying other services and not only the permit.
I have some question:
1) is it possible to buy only flight tickets and getting also the permit or is it necessary to buy a full tour with hotels, transportation, guide etc?
2) is it possible (and quite easy) to go in some interesting places (Gyantse, Xigaze for example), using quite good local buses, without going with tour groups (we are 2 p)?
3) is it expensive to rent a car (2 p) with driver for short trip (2-4 hours)?
4) what's a good and not stressing tour in about 8-10 days (late August 2005)?
5) is it possible to buy flight to Tibet and to obtain related permit in Shanghai (Shanghai/Llhasa and Llhasa/Chengdu for example)?

The easy and cheap way is to buy a flight ticket and travel permit from a travel agent in Chengdu or in Shanghai, and join a tour once you are in Lhasa.
Join in tours in Lhasa can be quite cheap.
