i've checked USA Hotel in Asiarooms.com and i think that the place is nice, the location is good and the price is very affordable. also, read the 3 reviews for it that sounds really great.
However, i've also read 3 reviews in yahoo and the comments sounds awful! they said that the beds have bed bugs and the people are rude and can't speak english. if there's someone who already stayed in this hotel, please advise me what's the truth about it. for others, please advise me any of your idea of the said hotel.

Don't be mistaken, the so-called USA Hotel is actually a hostel in the notorious Mirador Mansion. The whole building is full of hostels. Considering the price, it's good value for money I'd say but the mansions are not everybody's favourite.
The USA Hotel/Hostel received a couple of good feedbacks here on VT though... guess it all depends on your expectations. If you just want to have a bed to sleep in, go for it... but don't expect any fancy hotel.

The English level in Hong Kong is declining and in the mansions I would assume that it's even worse than outside. However, in most cases, you can get around and checking into a hostel shouldn't be too difficult.
