Possible to apply valid tibet permit without join any tour? Madge

All foreigners need a Tibet Travel Permit to enter the Tibetan Autonomous Region (TAR), but you do not need to be in a group tour. Foreigners are free to travel between Lhasa and Shigatse without a tour. TO go anywhere else (Everest, Kailash, Nam Tso, east Tibet), you will need to have a guide and 4WD
