I live in Honolulu;can we applied directly by mail to the Consulate in Los Angeles? My travel office wants $90 and the visa is only $50.

No, you cannot send your passport directly by mail to a consulate or embassy to receive a Chinese visa. You must show up in person or send your passport to a visa service to do it for you. You used to be able to send it directly to the embassy or consulate, but that changed at least 2 years ago (unless it has changed back again very recently).
