I'm wanting to send a watch to a family member in HK as a present from Singapore (value: $1150USD/manufactured in Switzerland). Is he subject to any import duties and/or taxes upon receiving the parcel? If so what's the percentages?

HKG is a freeport so there should not be any duties.
