Can anyone suggest a place to book cheap flights between Beijing and Xian? |

Have you considered taking the overnight trains instead?
The best among these is the Z train which takes 11.5 hours (overnight) and is really comfy. The journey costs only 400/417 RMB for soft sleeper upper/lower bunk, which's really worth it as you get a night's accommodation on the train thrown in for the price. |
