When is the best time to visit Beijing? Before or after the Chinese New Year Celebration? How's the weather in Beijing during February? Where is the cheap but comfortable hotel?

most people are travelling back home just before and just after the CNY celebrations, so if you're going to move around, be prepared for crushes on the trains and domestic airlines (that is, if you can get tickets).
