I am in Dalian now and want to join in the tour to Finland by myself. Where should I transact the visa? I know the consulate is in Beijing, do I need to go to Beijing?

You can ask Dalian travel agency to transact the visa.
but you should get passport frist.
tour in China always should have passport with you |
