Does anyone know of some travel agents in Shanghai, who will organise the support documentation necessary for a Russian visa application. I want to do things on the cheap so avoiding prebooked accommodation would be preferable. Plan to travel from Vladivostok to Sakhalin and back within the 1 month allotted for a tourist visa.

Given that you are not anticipating going to Moscow, order it from the internet at a site like visatorussia.com. Ask if they can provide registration in Vlad and what fee there will be.
