24 hours layover in HK for New years eve,where to tour?

1. I am realizing that the cost of staying in Hong Kong is a bit more than our destination of Vietnam. Where should we stay? Some have recomended the YMCA.

2. Is it possible to get through customs in time to catch public transportation?
3.What's like HongKong in new years eve?

New Year's eve, everywhere is going to be expensive. Try BP International on Austin Road. You should have enough time to go to Central and join the new year count down.
If you are on a tight budget, you can sleep at the airport. Just don't get out of the customs and you will find lot of empty space and no one bother you (of course you have to behave youserlf =P). Clear youserlf up at the bathroom in the morning and then have a wonderful day in Hong Kong
Ibis North Point is nice and cheap.
After midight, the N buses are still running
On New Year's Eve there will be overnight services on most transport routes (MTR, KCR, buses, although not sure about the airport express).
However, if you go to somewhere like Tsim Sha Tsui (where alot of cheap hostels are, and the YMCA) you will find half a million or so people doing the countdown and the police blocking off streets. Therefore you might not be able to get to your chosen hostel till closer to 2am
You can book the YMCA or any other hotel available on the websearch, lots of Chinese tourists are therenow, that is why hotels fill up.
Forget any trouble with crowds, not really your problem.
The airport express train gives you relatively affordable and very relaible travel to Tsing Yi, TST/Kowloon, and HK side.
At TST/Kowloon, and at HK station they offer free bus shuttle service to most hotels. Forget any trouble with crowds, not really your problem
It will be nearly impossible to get to the YMCA in Kowloon around midnight on 31/12. Buses and taxis will not be allowed into the Tsim Sha Tsui area, which will be for pedestrians only. As the YMCA is quite near the waterfront, it is highly likely that due to the numbers of people you will not be able to get even close to the YMCA.
Get a hotel or hostel in Causeway Bay or Mongkok - crowds will still be big but you can catch the MTR to close by.
